The purpose of this section is to provide guidance to Forces within the UK when managing officers who have fallen into financial difficulty and is in no way intended to be a prescriptive policy document.
Whilst it is appreciated that each case should very much be dealt with on its own merits, it is hoped that these guidelines will provide a degree of uniformity and clarity across the region when dealing with this issue.
Research has shown that more officers than ever are now experiencing serious financial difficulty for many reasons. The relative levels of pay for officers are constantly fluctuating whilst at the same time financial institutions are more than willing to enter credit agreements with officers, even when on occasions they wouldn’t have done so for a member of the public in the same circumstances.
The circumstances surrounding every officer are clearly different, how well they may be bale to manage debt, the level of earning of any partner, any children in the relationship etc. In view of the above, financial difficulty should be defined as:-
‘When an officer has little or no prospect in the foreseeable future that they will be able to meet their current debt.’

This paper has been prepared by a Regional ACPO Discipline and Complaints Working Group which was established to consider the issues of officers in financial difficulty.
The group consists of representatives of Discipline and Complaints/Professional Standards Departments, together with representations from Welfare and staff Associations across the North West Region.
